# Just Cause 2 - The Complete Full-Completion Guide

*All 7 Agency missions, all 58 faction missions across three factions, all 9 stronghold takeovers, 75 timed challenges, and the full 51-trophy Platinum. Written for Just Cause 2 (Avalanche Studios, 2010) — no remaster exists, and the three original releases (PS3, Xbox 360, PC) share identical mission, faction and territory content.*

## 1. What "100%" Means in Just Cause 2

Panau doesn't have a corridor to walk, and it doesn't have Night City's dense web of named side content either — it has one island, three warring factions who don't care about each other's business, and a Chaos counter that goes up every time something explodes. Finishing this guide's ledgers means:

- **7 Agency missions**, playable in a fixed order, unlocked purely by cumulative Chaos points — no faction reputation required.
- **51 trophies** (PS3 list: 1 Platinum, 3 Gold, 5 Silver, 42 Bronze). Xbox 360 and PC have the same 50 requirements without the Platinum roll-up.
- **Faction missions — two honest numbers, not one.** 49 "pure" faction missions (Roaches 15 + Reapers 18 + Ular Boys 16) is what the **A Trusted Ally** trophy actually requires. 58 (49 plus all 9 stronghold takeovers) is the number you need for a complete regional checklist. Both are correct — see §9.
- **9 stronghold takeovers**, one per territory, three per faction — each is itself a faction mission and the trigger for that region's Faction Influence track.
- **9 Panau territories**, each with its own settlements to liberate. The game reports **~369 discoverable locations** island-wide, but that figure isn't broken into a clean, verifiable per-territory list anywhere this guide's research could confirm (see §10 and §15) — so settlements are covered here as a per-territory summary, not a named checklist.
- **75 timed Race/Stunt/Course challenges**, plus 5 separate freeform stunt achievements that aren't tied to a fixed course.
- **1,850 resource-part pickups** (950 Weapon Parts + 900 Vehicle Parts) feeding the Black Market's upgrade tiers, plus 450 Cash Stashes and 400 Armor Parts — currency-like pickups, not named collectibles.

> **Tip.** Chaos is never lost and nothing here expires — Panau stays open after the story ends, so there's no wrong order to do any of this in. The only real "miss" is a permanently-bugged 100% counter (see §12) — full unmodified completion isn't achievable, and you don't need it: every trophy unlocks by **75%** overall completion.

### Spoiler policy

The Agency missions (§7) get one line each. Panay's regime and the three factions circling it are worth watching play out.

## 2. How to Use This Guide

Like this site's other open-world guide, Just Cause 2 doesn't use inline collectible badges — there's no fixed route to badge-tag things onto, and two categories (settlements, challenges) don't have a verified complete per-item list to badge in the first place. Instead:

- **The main path** (§7-§8) is 7 missions, each gated by a Chaos threshold rather than story flags.
- **Faction missions** (§9) are full tables by faction — every one of the 58 named, located and summarized.
- **Territories** (§10) are a per-territory summary — controlling faction, stronghold takeover, and an honest settlement-count estimate for each of the 9. Use the in-game PDA map overlay (colored by faction) to track which individual settlements remain in a given territory; this guide names the strongholds and landmarks that matter, not all ~369 map icons.
- **Challenges** (§11) are grouped by course type with confirmed counts, not a full 75-name list, for the same reason.

## 3. The Road to 100%

```mermaid
flowchart TD
    A["Welcome to Panau then Casino Bust
Opening two missions - no Chaos gate"] --> B["Free-roam: farm Chaos
Sabotage objects, liberate settlements, run faction missions as they unlock"]
    B --> C["The White Tiger @ 75,000 Chaos"]
    C --> D["Mountain Rescue @ 160,000 Chaos"]
    D --> E["Three Kings @ 280,000 Chaos"]
    E --> F["Into the Den @ 435,000 Chaos
Choose a faction for backup - cosmetic only"]
    F --> G(["A Just Cause - story finale"])
    G --> H["Keep playing after credits
Faction missions, territories, challenges and the Black Market all remain open"]
```

Figure: every Agency-mission gate is cumulative global Chaos, not story flags or faction standing — you can hit each threshold in any order you like by blowing things up anywhere on the island.

**Why this order?**

1. **Chaos is a one-way counter.** Nothing you do lowers it, so there's no penalty to farming it opportunistically between or during other content.
2. **Faction missions run on their own, separate gate.** Each region's missions unlock via that region's stronghold takeover plus a Faction Influence Level plus a *global* Chaos threshold — never a faction-wide reputation score (§9). You can be deep into faction content well before hitting Mountain Rescue.
3. **Into the Den's faction choice is cosmetic only.** All three supporting-faction options converge on the same finale; pick whichever faction you've built the most goodwill with for flavor.
4. **Nothing locks after A Just Cause.** Unlike a game with a true point of no return, Panau's open world, remaining faction missions, territories and challenges are all still there post-credits.

---

## 4. Mechanics Worth Knowing Before You Start

- **Chaos** is the game's central progress currency — earned by destroying sabotage-marked objects, completing missions, and fully liberating settlements. Confirmed per-object values: Propaganda Trailer = 1,000 Chaos + $5,000; small/medium Satellite Dish = 250 Chaos + $1,250; large SATCOM Dish = 800 Chaos; a destroyed enemy vehicle = 50 Chaos. Community estimates put the game-wide Chaos ceiling around **~2.2 million points** (a GameFAQs board estimate, not a primary source — treat as approximate). Enemy vehicles and red barrels respawn indefinitely, so farming is effectively unlimited.
- **Faction Influence** is the *actual* reputation mechanic, separate from Chaos — per-region, shown as a colored PDA overlay (blue = Roaches, yellow = Ular Boys, red = Reapers), and rises from the same destructive actions that generate Chaos. It gates only that region's next faction mission and cosmetic patrol behavior. It does **not** gate the Black Market, which is pure global-Chaos-threshold locked.
- **The Grappling Hook (Protec Grappler G3)** auto-reels Rico to any solid surface within 80m (not water); pulls him directly onto a vehicle as an instant hijack, even a moving aircraft; and can tether two objects or enemies together to fling them into each other.
- **Parachute + grapple combo** is available from the start with no unlock. "Parachute climbing" (grapple up, let the chute pull you toward the anchor, auto-release near the top) scales cliffs faster than most ground vehicles; a separate "slingshot" technique (grapple-pull while the chute is open) is the core long-distance traversal method.
- **The Black Market** has no dealer-level or points system — that's a mix-up with another game. Every item is gated purely by a global Chaos-point threshold (up to 415,000 CP for the top tier); purchases themselves cost in-game cash. Dealer Tom Sheldon ("Sloth Demon") becomes available after Casino Bust and arrives by helicopter to open ground with zero Heat.

> **Warning.** Two Just Cause 2 quirks worth knowing before you chase literal 100%: the in-game completion counter is **not** settlements-only (a commonly-repeated claim that's false — it's a weighted composite across many small categories, §12), and unmodified 100% is considered **unreachable** by the community due to shipped counting bugs (practical ceiling ~99.64-99.98%). You don't need it — every trophy unlocks at **75%** overall completion.

**Difficulty-trophy wording caveat:** Heroic Agent / Legendary Agent's substance is solid (finish on the "Experienced" / "Hardcore" in-game difficulty setting), but sources disagree on the literal PSN trophy text — whether it names the setting or uses a generic word like "hard"/"extreme." Treat the wording above as paraphrase, not verbatim.

## 7. The Agency Missions - Main Path

| # | Mission | Unlock | What happens |
| --- | --- | --- | --- |
| 1 | Welcome to Panau | Game start | Rico parachutes onto the island hunting missing mentor Tom Sheldon and gets his first taste of Pandak "Baby" Panay's regime. |
| 2 | Casino Bust | Automatic after #1 | Rico extracts burnt-out Agency asset Karl Blaine, who names Panau's three factions while unknowingly compromising Rico. |
| 3 | The White Tiger | 75,000 Chaos | A rescue trail leads to a black-market dead drop that reunites Rico with Sheldon — revealed to be running a second identity. |
| 4 | Mountain Rescue | 160,000 Chaos | Rico storms Kastelo Singa to extract captured Agency operative Jade Tan before she's interrogated. |
| 5 | Three Kings | 280,000 Chaos | Rico and Sheldon eliminate the foreign operatives quietly propping up each of the three factions. |
| 6 | Into the Den | 435,000 Chaos + #5 complete | With outside interference cut, Rico picks a faction ally (cosmetic choice) and storms Panay's jungle fortress. |
| 7 | A Just Cause | Automatic after #6 | The finale — Panay's real endgame comes to a head in a running airborne confrontation. |

## 8. Narrative Beats, In Brief

Rico Rodriguez returns to Panau as an Agency black-ops asset, ostensibly hunting his missing mentor Tom Sheldon while quietly destabilizing dictator Pandak "Baby" Panay's regime by arming and funding three factions that despise each other as much as they despise the government: the drug-and-smuggling Roaches, the black-market arms dealers the Reapers, and the ultranationalist mystics the Ular Boys. As Rico builds Chaos and faction goodwill across the island, the trail toward Sheldon reveals him running a second identity, and a mid-game purge of the foreign powers secretly propping up each faction cuts off outside interference just before Rico and an allied faction storm Panay's own fortress — setting up a finale big enough to draw every remaining circling power into one last confrontation.

---

## 9. Faction Missions

Missions start at faction-specific landmarks — phone booths (Roaches), roadside shrines (Reapers), totems (Ular Boys) — and unlock per-region via that region's stronghold takeover plus a Faction Influence Level plus a global Chaos threshold, never a faction-wide reputation score. **Bold** entries are stronghold takeovers, which double as that territory's controlling-faction event (§10).

## 10. Panau's Nine Territories - Settlements & Strongholds

Panau is officially divided into 9 territories, three per faction. Liberating an ordinary settlement is a general-Chaos event; a settlement is only tied to a specific faction where it's that region's own stronghold takeover site. The island's own reported total is **~368-369 discoverable locations** (in-game HUD vs. community-corrected figure) — this guide states that total once rather than presenting a per-territory sum, because the regional lists behind it are confirmed-partial for several territories (see confidence column and §15).

| Territory | Faction | Stronghold Takeover | Approx. Settlements | Notable Landmarks | Confidence |
| --- | --- | --- | --- | --- | --- |
| Ramai Rakyat Islands | Roaches | Free Trade — Pelabuhan Saudagar Harbor | ~30 | Pelabuhan Saudagar Harbor (Panau's largest harbor); Panau City Docks & Residential Districts | High |
| West Tanah Raya | Ular Boys | Pilgrimage — Kampung Bahari village | ~31 | Burj Panau; Demam Tinggi Tower; Panau City Financial/Park Districts; West Tanah Raya Gas Field rigs | High |
| East Tanah Raya | Ular Boys | Power Surge — Awan Cendawan Power Plant | ~29 *(partial tally)* | Cape Carnival (Panauan Space Program launch site); ~12 comms outposts | High on identity/faction; count explicitly partial |
| Panau Tengah Bay | Reapers | Chemical Compound — Pemainan Racun facility | ~34 | Pemainan Racun (Rajang River Delta); 3 ports; 4 airfields | High |
| Senjakala Islands | Ular Boys | Boys with Toys — Kem Hutan Supply Depot | ~17 | Three Kings Hotel; Kem Port Rodrigo / Kem Port Pelangi military harbours | High |
| Selatan Archipelago | Roaches | Paradise Valley — Lembah Firdaus Compound | ~19 *(partial tally)* | Wajah Ramah Fortress (Rushmore-style carved cliff faces); ~12 comms outposts | High on identity/faction; count explicitly partial |
| Berawan Besar Mountains | Reapers | Rocket Science — Gunung Gila Pangkat Facility | ~39-40 (16 civilian + 14 military + 9 comms; 0 airports/ports/gas rigs — landlocked) | Gunung Raya / Snow Peak (Panau's highest point, ~1,890m); Gunung Hotel Ski Resort; Kastelo Singa | High |
| Lautan Lama Desert | Reapers | A Second Amendment — Kem Gunung Gurun supply depot | ~30-36 (honest range: ~18 civilian, 8-10 military disputed, 2 airports, 1 port, 2 gas rigs) | Desert Peak / Gunung Merah; a wrecked ship stranded in the desert; Reaper's Hideout (demo-only stronghold, now a minor refill point) | Medium-high on identity/faction/stronghold; count thinner |
| Pelaut Archipelago | Roaches | Oil for Blood — Emas Hitam Oil Refinery | ~23-34 (20 confirmed fixed infrastructure + 3-14 civilian towns, range unresolved) | Emas Hitam Oil Refinery; PBC Tower (the territory's only skyscraper); Pulau Panau Kecil (largest base in the territory) | High on identity/faction/stronghold; medium on civilian count |

**Do not treat the rows above as summing to a total settlement count.** Two of the nine (East Tanah Raya, Selatan Archipelago) are explicitly partial tallies, and two more (Lautan Lama Desert, Pelaut Archipelago) carry stated ranges rather than fixed numbers — see §15 for exactly what's unresolved. Track individual settlements in-game via the PDA map overlay, which is colored by controlling faction and marks every liberated and unliberated location live.

## 11. Race, Stunt & Course Challenges (75)

Confirmed via two separate achievement descriptions ("Up to the Challenge"/"Up to the Challenge 2") and the in-game stats counter, split into 4 course types. This is a category breakdown with representative examples, not a full 75-name roster — no source available this research pass traced back to a raw, unprocessed wiki listing of every course (see §15).

| Type | Count | Representative examples |
| --- | ---: | --- |
| Land | 36 | Downtown Highway, The Raya Race, Panau International, Frozen Hell |
| Airplane | 21 | Aces High, Bridge of Death, Casino Finale, Harbormaster |
| Parachute/Grappler (foot) | 11 | Burj Panau, King of Kings, The Cleavage, PBC Plunge |
| Boat | 7 | Rajang River Run, Wet City, Kenjantanan Island Run |
| **Total** | **75** | |

Separately, **3 unofficial/unmarked races** exist with no timer or reward and don't count toward the 75. There's also no such thing as separately-named "Stunt Driver/Air Stunt/Sea Race" course categories — those names belong to **5 freeform, world-wide stunt achievements** not tied to any fixed course: Stunt Driver (100 stunt points), Stunt Flyer (30s of low flight), Bridge Limbo (30 unique bridges), Parachute Climber (300m altitude gain), and I Believe I Can Fly (a 1000m BASE jump specifically from the Mile High Club balloon).

## 12. Resource Stashes, Cash & Chaos

Three separate pickup pools scatter the island, none of them named collectibles in the Cyberpunk-gig sense — they're currency-like resources, tracked by count rather than by individual name or location:

- **Resource parts — 1,850 total** (950 Weapon Parts + 900 Vehicle Parts). These feed the Black Market's 6-tier upgrade tracks: 5/10/15/20/25 parts to advance through levels 2-6, or 75 parts total to fully max one weapon or vehicle. **Finders Keepers** (100 resource items) and **Leaving No Rock Unturned** (1000) track this pool generically.
- **Cash Stashes — 450 total**, $2,500 each.
- **Armor Parts — 400 total**; every 5th collected raises Rico's max health.

**How the in-game "100% completion" stat is actually calculated:** despite a common claim, it is **not** settlements-only. It's a flat composite across many small weighted categories: Colonel kills (~0.14% each), Challenges (~0.10% each), Faction items (~0.03% each), a location's own path to its individual 100% (~0.03% each), resource items (~0.01% or less each), and sabotage/destructible objects, plus story and faction missions contributing their own increments. No official Avalanche-published weight formula exists — this breakdown is sourced to community/Steam-guide reverse-engineering, so treat the specific percentages as best-available estimates. A settlement's own 100% additionally requires both all its resource items collected *and* all its sabotage objects destroyed.

Literal unmodified 100% is considered **unreachable** by the community due to shipped counting bugs — Into the Den's missing 3 weapon + 3 vehicle parts reward, a water-tower counter mismatch (~220 of 221 actually exist), a gas-pump counter mismatch (490 shown vs. 501 real), and a respawning fuel shaft at Kampung Curah Dalam. The practical ceiling reported by the community is around **99.95%** (range 99.64%-99.98%). This doesn't matter for the trophy list: every trophy unlocks at **75%** overall completion.

## 13. Black Market, Vehicles & DLC

- **Black Market:** purely Chaos-threshold gated (up to 415,000 CP for the top tier), purchased with in-game cash — no dealer level or points system exists. Inventory: 12 base + 6 DLC weapons (18 total), 10 base + 6 DLC vehicles (16 total), a separate and much smaller pool than the 104 total drivable vehicles tracked by **Trying Everything Once**. Dealer Tom Sheldon becomes available after Casino Bust.
- **DLC adds no missions, story or map areas** — every paid pack is a weapon/vehicle add-on usable in the existing world: the Aerial Pack (F-33 Dragonfly jet, Dual Parachute Thrusters, Multi-Lock Missile Launcher), the Boom Pack (Quad Rocket Launcher, Cluster Bomb Launcher, Air Propulsion Gun), and the Chaos Pack (Chaos Parachute, Rico's Signature Gun, Bull's-Eye Assault Rifle, Agency Hovercraft, Chevalier Classic), plus individually sold/free extras (Monster Truck, Chevalier Ice Breaker, Tuk-Tuk Boom Boom) and a free soundtrack pack. A handful of the smaller items had inconsistent free-vs-paid labeling across launch and later re-release — a minor, low-priority detail.
- **The Multiplayer Mod** (added to Steam, December 16, 2013, free) deserves its own mention: it adds no missions or areas either, but bolts on a genuinely new large-scale multiplayer/co-op free-roam mode on the same island — a more meaningful addition than any weapon or vehicle pack.

## 14. Appendix - Quick Reference

- **Totals:** 7 Agency missions · 51 trophies (1 Plat/3 Gold/5 Silver/42 Bronze) · 49 pure faction missions (58 with stronghold takeovers) · 9 territories · 75 challenges (+5 freeform stunt achievements) · 1,850 resource parts · 450 Cash Stashes · 400 Armor Parts · 104 drivable vehicles.
- **Trophy unlock threshold:** 75% overall completion — full literal 100% is community-reported as unreachable due to shipped counting bugs.
- **Faction split:** Roaches (Ramai Rakyat Islands, Selatan Archipelago, Pelaut Archipelago) · Reapers (Panau Tengah Bay, Berawan Besar Mountains, Lautan Lama Desert) · Ular Boys (West Tanah Raya, East Tanah Raya, Senjakala Islands) — 3 territories and 1 stronghold takeover each.

## 15. Accuracy & Sources

This guide was researched across two passes: an initial sweep for missions, trophies, factions and territories, followed by a targeted gapfill once the first pass's own results flagged gaps. Every major trophy/data aggregator this session's other guides relied on (PSNProfiles, PowerPyx, TrueTrophies, GameFAQs, Exophase, IGN, StrategyWiki) was blocked (HTTP 402/403); the 51-trophy list was instead cross-verified across justcause.fandom.com, a Steam Community 100%-achievements guide, and AlteredGamer's guide, and independently recounted here (1+3+5+42=51, matches).

The territory/settlement data in §10 required a second, targeted research pass: the first pass's region names were partly guesswork and missed 3 of Panau's 9 official territories (Berawan Besar Mountains, Lautan Lama Desert, Pelaut Archipelago) entirely. The gapfill pass confirmed all 9 territories from scratch by cross-referencing each stronghold-takeover mission's "depends" field against its stronghold location's "region" field on the Just Cause Wiki (fetched via an r.jina.ai reader-proxy, since direct fandom.com and MediaWiki-API requests both returned HTTP 402 in this environment) — every one of the 9 missions matched its territory with no overlaps and no leftovers, and all 6 of the originally-guessed territory identifications were independently re-confirmed correct. What remains open: East Tanah Raya's and Selatan Archipelago's settlement counts are explicitly partial tallies from the first pass and were not completed; Lautan Lama Desert's military-base count is disputed (8 vs. 10 named bases, one disputed name); Pelaut Archipelago's civilian-settlement count is an unresolved range (3 confirmed vs. an unverified "14+" claim); and the whole-of-Panau total itself is reported inconsistently as ~368 (in-game HUD) vs. ~369 (community-corrected) vs. Wikipedia's rounder "over three hundred."

The faction-mission "49 vs. 58" figure that looked like a contradiction mid-research resolved cleanly: both numbers are real, they just answer different questions (§9). The 75-challenge category split (36/21/11/7) is internally consistent across two independently-gathered name lists, but neither traces to a raw, unprocessed wiki fetch — treat it as corroborated, not primary-sourced, which is why this guide presents categories and representative examples rather than a claimed-complete 75-item table. The 1,850-item "stash" figure initially looked like a research error (a first-pass query returned a bare `1850` against only 4 example items) until traced to its real source: Weapon Parts (950) and Vehicle Parts (900) are anonymous upgrade-currency pickups, not named collectibles, which is why they're presented as a mechanic in §12 rather than a checklist.

Where a number is still genuinely disputed — the exact literal wording of the Heroic Agent/Legendary Agent trophy text, one Reapers mission's precise start coordinate ("Checking the Menu"), and the free-vs-paid status of two smaller DLC items — this guide says so rather than asserting false precision. Your own in-game stats screen remains the final word on your save.
